A lake is considered over threshold when both its modeled and measured phosphorus concentrations exceed its threshold.

In order to ensure no negative impact on recreational water quality, all substantial development on a lot within the waterfront designation (including backlots), and on shoreline lots in the urban centre and community designations, of moderate and high sensitivity and Over Threshold waterbodies will be subject to site plan control or development permitting.
